The developer of Palm Jumeirah was Nakheel, a real estate company now owned by the government of Dubai. The master plan was drawn up by Helman Hurley Charvat Peacock, an American architectural firm. The islets were made mostly from sand dredged from the floor of the Persian Gulf, but the side of the crescent that is exposed to the open sea was shored up with stones and boulders from the mainland.
