HRE Development

HRE Development is a Dubai based real estate company that has grown out of a long standing construction business in the UAE. Rather than beginning purely as a property sales brand, the company built much of its experience through construction before moving more directly into residential development. That background remains an important part of the way HRE plans and delivers its current projects.

The company is chaired by Mohamed Adib Hijazi, who has overseen its transition from construction specialist into a broader property business. HRE also retains its own construction capability, allowing it to maintain closer involvement with design decisions, building progress and delivery rather than relying entirely on external contractors.

Its completed construction history extends across hundreds of projects in the UAE, while the current HRE Development portfolio is much more concentrated. The residential side of the business has expanded mainly during the past few years, beginning with the Skyhills collection and gradually moving into new communities and different housing formats.

Skyhills Residences in Dubai Science Park established the development arm most clearly. The project reached handover in April 2026, six months ahead of its contractual delivery date. That milestone is particularly important for a relatively young development business because it provides HRE with a completed residential reference rather than a track record based only on schemes still being sold or built.

The company has since widened its approach. Apartments remain central, but later developments introduce lower rise communities, waterfront homes, landscaped settings and a stronger emphasis on wellness. This can be seen in Sakura Gardens, where greenery shapes much of the masterplan, and Celeste, which takes HRE into a smaller waterfront residential format in Al Jaddaf.

Social initiatives have also become more visible within the company’s identity. HRE has connected some of its recent activity with education and charitable programmes, including its work with Dubai Cares. This adds another dimension to the brand without changing its core focus on residential construction and delivery.

HRE Development Projects for sale in Dubai

HRE Development projects in Dubai currently cover several different residential markets. Dubai Science Park remains an important location through Skyhills Residences and Skyhills Astra, while Jumeirah Village Circle contains later phases of the Skyhills series.

Skyhills Astra represents the next generation of the company’s Dubai Science Park activity. The twin tower project continues HRE’s apartment led strategy while placing greater attention on landscaped spaces, fitness, resident work areas and technology. Its location also keeps the company connected to a district that already contains its first delivered development.

Jumeirah Village Circle became another important part of the pipeline through Skyhills Residences 2 and Skyhills Residences 3. These projects broaden the HRE Development Dubai footprint into one of the city’s largest apartment communities and continue the company’s preference for furnished residences and extensive shared facilities.

A more significant change in direction comes through Sakura Gardens at Falcon City of Wonders. Rather than another high rise scheme, Sakura Gardens is planned as a lower rise residential community arranged around landscaped areas and a central park. Apartments, duplexes and townhome style residences make it a broader housing concept than the earlier Skyhills buildings.

Celeste adds a different scale again. Located at Al Jaddaf Waterfront, the project contains a limited collection of residences and gives HRE exposure to a more central waterfront environment. Its smaller format contrasts with larger developments such as Skyhills Astra and Sakura Gardens, showing that the company is not relying on one repeated residential model.

Wadi Hills expands the portfolio into Wadi Al Safa within Dubailand. The project continues HRE’s apartment focus while placing the company within another part of Dubai experiencing substantial new residential construction.

HRE Development is therefore moving through an important stage of growth. Skyhills Residences has given the company its first direct residential handover, while Skyhills Astra, Sakura Gardens, Celeste and Wadi Hills are creating a much broader pipeline. Its construction background remains the strongest thread connecting these projects, giving HRE an identity based on execution and building experience as it develops a larger presence in Dubai property.
