PMR Property
PMR Property is a Dubai based real estate company working at the very top end of the residential market. Founded by Paulin Tomov in 2021, the business has chosen a deliberately narrow direction, concentrating on highly individual homes rather than building a large collection of conventional apartment towers.
Tomov brought previous European real estate experience to Dubai, having worked in the sector since 2008 before establishing PMR in the UAE. That background has influenced a company where architecture, art and craftsmanship sit at the centre of the residential concept.
The scale of PMR Property is intentionally small. Its Dubai identity is currently defined by The Rings, a waterfront scheme positioned beside the Dubai Water Canal in Jumeirah. With only twelve residences planned across two buildings, the project gives a clear indication of the type of homes the company wants its name to represent.
PMR Property properties for sale therefore occupy a very different position from the wider apartment market. Space, privacy, individual detailing and architectural character are given greater importance than unit numbers, while the company works with internationally recognised designers and specialist suppliers to shape each residence.
An Ultra Limited Vision Beside the Dubai Water Canal
The Rings is the clearest expression of PMR Property’s approach. Located in Jumeirah 2, the development sits directly beside the Dubai Water Canal, giving residents a waterfront setting while remaining close to Downtown Dubai, Safa Park, Jumeirah Beach and the city’s central districts.
Rather than creating a tall residential tower containing hundreds of apartments, PMR has divided the project into two individual buildings with six residences in each. This low density format allows the homes to feel closer to private houses in the sky than conventional apartments.
That sense of privacy influences the planning throughout. Large interiors are paired with private outdoor areas, while individual pools, lifts and dedicated arrival spaces create greater separation between residents and shared areas. The homes have been designed around wide views of the canal and Dubai skyline, making the waterfront setting part of the architecture rather than simply a backdrop.
For PMR Property, the choice of Jumeirah is equally significant. This part of Dubai has long been associated with substantial private villas and established residential neighbourhoods. New ultra luxury apartment schemes remain comparatively limited, giving The Rings a different character from the high rise environments of Downtown Dubai or Dubai Marina.
The result is a very focused position within the market. PMR Property residences are not intended to cover multiple price points or property types. The company is concentrating on a small number of exceptionally large homes where the location, architecture and level of personal space justify their place within Dubai’s most exclusive residential segment.
Where Architecture and Art Shape the PMR Identity
One of the strongest parts of PMR Property’s story is the team brought together around The Rings. Foster + Partners leads the architecture and design, giving the project a connection with one of the world’s best known architectural practices.
The relationship goes beyond the exterior appearance of the buildings. Foster + Partners describes the project around the idea of creating characterful spaces for living, working, relaxing and socialising while maintaining privacy. The buildings are connected through a central landscaped environment, allowing the arrival areas and shared spaces to feel more like part of a private estate than a traditional apartment lobby.
Emirati artist Mattar Bin Lahej adds another layer to the project. Known for his calligraphic work on Dubai’s Museum of the Future, his involvement brings a distinctly local artistic element into an otherwise international design collaboration.
PMR has also worked with specialist European interior and home brands, including Poliform, Gaggenau and Antonio Lupi. These partnerships support the company’s emphasis on materials and detailing, but they also reveal something broader about its direction. PMR is building its identity through collaboration rather than attempting to create every element internally.
That approach places considerable importance on execution. With only one major Dubai scheme defining the company at present, the quality of each decision carries more weight. The architecture, finishes, landscaping and resident experience all contribute directly to how PMR Property will be perceived as it grows.
The company is therefore best understood as a boutique ultra luxury developer rather than a large scale residential builder. Its first Dubai chapter is centred on one waterfront address, twelve residences and a collection of recognised creative partners.
Future PMR Property projects will show whether the company continues with similarly limited residential concepts or gradually expands into other formats and locations. For now, its position is unusually clear: highly private homes, prominent architecture, carefully chosen collaborators and a preference for creating very few residences at a time.
