Second Citizenship In Growing Demand

According to the latest figures released by Dubai-based immigration firm Bluemina, there has been a sharp rise in the number of UAE expatriates seeking a second citizenship over the past year. Over 67% of expatriates were looking at getting a second passport just within the first six months of 2018.


As we have previously discussed, the benefits of a second citizenship are numerous, especially in terms of mobility and security. Countries that offer citizenship by investment as an option have passports that allow unrestricted and often visa-free access to several parts of the world, which is ideal for the globetrotting businessman and investor. This also provides the opportunity to set up a nest egg in a nation without any capital gains tax.


Having a strong passport in hand can open up several possibilities, including access to greater education and healthcare options globally, which is a boon for investors with families. Little wonder then that in the UAE, the vast majority of high net-worth individuals applying for a second citizenship - over 80% of applicants - consisted of families.


Islands such as St. Kitts & Nevis (offering the world’s oldest and longest-running citizenship by investment program) provide citizenship for a family of four at approximately $200,000, which grants them all of the benefits of living in a Commonwealth country for life. In recent years, the minimum required investment for these countries has also decreased, making their programs all the more attractive. CEO Jason Hayes thinks this is an excellent time consider a citizenship by investment option. “As we see the demand for a second passport increase in the region, the host nations of these programs are also relaxing their requirements. This is expected to boost investment into the UAE and attract a broader spectrum of global entrepreneurs as longtime residents. Apartment Guide - Palm Jumeirah Trunk


Located at the entryway of Palm Jumeirah, Azure Residences sits along the eastern side of the trunk. Offering one and two-bedroom apartments, Azure also features a selection of premium amenities including an infinity pool, a signature restaurant, a rooftop gym and direct beach access.


Marina Residences

This is a group of six mid-rise buildings on the northern end of the trunk, set in two clusters of three on either side and bordering a yacht marina. The development comprises two and three-bedroom apartments as well as a collection of townhouses, enjoying direct access to the marina and its associated clubhouse.

Palm Tower

​A new development coming up on the center of the trunk’s north side, Palm Tower will be directly connected to the upcoming Nakheel Mall and will also feature the St. Regis The Palm along the first 18 floors of the building. Nakheel Apartments

Golden Mile

Originally developed by IFA Resorts, Golden Mile is currently managed by Nakheel and consists of 10 mixed-use buildings that are split between apartments, office spaces and retail outlets. The development, which runs parallel to one side of Shoreline, contains a mix of one, two and three-bedroom apartments plus a select few deluxe three-bed units. These are generally considered to be some of the largest apartments on the Palm. Residents have access to Al Ittihad Park and Golden Mile Galleria, a retail center that also contains select cafes and restaurants.

However, the option to be able to build a unique villa from a blank canvas definitely has its advantages over the standard villa fronds when it comes to adding value. Smart owners can research the market to understand which types of villas are most in demand and then design their homes accordingly with a future sale in mind. There are some incredible custom-built villas to be found on Palm Jumeirah and they come with high price tags due to their uniqueness and the supreme quality of their finishes. Combined plots with villas that are double or triple the size of a standard Palm Jumeirah villa are in short supply and will also be valued at the higher end of the price scale.


Price is one of the most important elements to consider when buying or selling a villa on Palm Jumeirah, and can vary quite a bit depending on a few key factors.  The type and style of the villa makes a significant difference. As discussed in previous post, the two main types are the Signature Villas and Garden Homes, each containing a different range of exterior and interior styles.


At the time of writing (August 2018), prices for the Palm Jumeirah Signature Villas are typically in the range of AED 18m for a low number with a standard finish going up to AED 100m for a high number villa with a superior luxury finish. The majority of Signature Villas available for sale are in the AED 20m - 50m price range for a five, six or seven-bedroom villa. Prices for the Garden Homes are in a narrower valuation range, typically AED 8.5m - 20m for a three, four or five-bedroom villa.


In addition to type and style, these are what I consider to be the four most important factors that come into play when assessing villa prices on this world famous waterfront development.

Garden Homes on Palm Jumeirah

There are two types of villas found along the fronds of Palm Jumeirah. Yesterday, I covered the Signature Villas. Today I am going to discuss the second type, the Garden Homes. Built on plots ranging from 6,500 sq ft to 7,000 sq ft, the Garden Homes are generally spread over an internal area of around 5,000 to 6,000 sq ft.


Homeowners can purchase an extra 1,500 sq ft of land to extend their plots and, with permission from Nakheel, upto 80% of the area can be built upon. Much like the Signature Villas, it is quite common for them to be upgraded and renovated by their current owners.


Garden Home Styles


The Garden Homes offer a choice of six different architectural styles and four interior layouts, each with its own unique features. While the villas range from three to five bedrooms, the three-bedroom units are very limited.


The four and five-bedroom villas have the same interior styles available between them, with the five-beds having a ‘2’ after the style name to differentiate them from the four-beds. All of the villas are G+1 with a basement. However, the Atrium Entry 2 and Grand Foyer 2 styles also have the option of G+2 units without a basement.


If you are buying an upgraded villa, that layouts will be different from the standard ones below.


Atrium Entry

A double-height foyer spans the center of this villa, which features a majlis that can be converted into a guest room. The rear of the villa is taken up by an open plan family room and dining room. If preferred, a dividing wall can be put in to create two separate rooms.


Atrium Entry 2

The G+1 option features an extra bedroom on the first floor while the G+2 has a large family room occupying the topmost level. This space can be turned into an extra bedroom, or even a master suite.


Arabian Ranches-1

Central Rotunda

As the name implies, this style of villa is centred on a rotunda. It has a dining room adjoining a double-height majlis, both of which can be converted into one large room. There is a guest room on the ground floor and the remaining bedrooms are upstairs.


Central Rotunda 2

The main difference here is that the majlis isn’t double-height, and has a spare bedroom above it.

Garden Gallery

This is the rarest of the available styles, as it is used only in the three-bedroom villas. It features a wraparound patio running along the perimeter of the villa and a double-height courtyard at its center. The living room, dining room and double-height majlis can be combined into one. Alternatively, the top level of the majlis can be sealed off and converted to a fourth bedroom.


Grand Foyer

This style of villa has a double-height foyer, the top level of which can be sealed off and converted to a study or lounge. The ground floor study could become a guest room, and the majlis and dining room at the rear of the villa can be turned into a unified living space.


Grand Foyer 2

An extra upstairs bedroom is the only key difference for the G+1 option. The G+2 layout has an open space on the topmost level that can be used as a master suite or entertainment space.

Upgrades & Renovations


As with the Signature Villas, it is quite common for the Garden Homes to be upgraded by their owners, sometimes to the point of being unrecognizable from the original design. Below are some of the most common upgrade options.


Pool Placement

Some of the villas have a pool along the side whiler others have one at the rear, opening out to the beachfront. Many homeowners, the vast majority in fact, would prefer a pool that faces the beach and change the exterior landscaping to accommodate that.


Buying Extra Land

An extra 1,500 sq ft of land can go a long way, and homeowners often opt to get the extra land so they have more room to work with.

Signature Villas on Palm Jumeirah

The Signature Villas are one of two villa types built by developer Nakheel along the fronds of the Palm Jumeirah. As I covered in the extensive villa breakdown in yesterday’s post, the Signature Villas are available in a choice of five architectural designs and nine interior styles. Many buyers use that as a starting point to upgrade, renovate and in some cases, completely redesign the villa from the ground up.

Signature Villa Styles


Each style of villa has a different layout and a few defining features. The style you choose can help determine exactly how you want to upgrade it and what changes will help to maximize the value the home brings to you. Should you choose to buy a villa that has been redesigned or upgraded by its previous owner, the layouts will likely be completely different to the ones below.


Central Gallery

This type of villa feature a large double-height foyer that runs through the center, branching out to the different living areas and leading to a spacious family room at the rear. There is typically one guest room on the ground floor with the remaining bedrooms spread along the upper level.


Central Pool

This villa is almost divided in two around a large outdoor pool. A guest bedroom is located on the ground floor, and all of the main living areas surround and open out to the pool.


Gallery Views

A double-height foyer, or gallery, is the key feature of this villa, leading directly out to a covered porch and providing a direct view to the beach along the rear of the property. There are two bedrooms on the ground level, one of which can be converted into a home office or study room.


Garden Lobby

The ground floor of this villa type houses two very large living areas on opposite ends. The family room along the rear can be combined with the adjacent kitchen and dining room to form an immense open plan space spanning the width of the villa. There is one guest room on this level as well, and another large family room on the first floor.


Grand Courtyard

The main living spaces of this villa are arranged around a horseshoe-shaped central courtyard with a lovely water feature (that can be removed by the owner if desired). The courtyard extends up to the first floor, creating a similar flowing structure across the bedrooms. A guest room on the ground level can be used as an office or combined with the adjoining majlis. Some owners also choose to redo the courtyard entirely, transforming it into a pool deck.


Grand Majlis

This variant is quite different from the rest as it has the master suite on the ground floor. The centerpiece of the villa is a double-height majlis, and there is a double-height family room as well. The top level of the family room can be sealed off and turned into a second master suite and can also be combined with an adjoining secondary bedroom for this purpose.


Grand Staircase

The key feature of this villa style is the sweeping staircase just past the foyer that forms an arched entryway to the family room. There is a guest bedroom on the ground floor, and the kitchen and breakfast room can be combined into one unified space.


Great Rotunda

The main rooms of this villa are arranged around a central rotunda that extends across both floors. The resulting layout has a square, almost symmetrical look to it. There is a guest bedroom on the ground floor and a study that could be converted to an additional bedroom if desired.



The Riviera-style villa has a flowing, T-shaped layout centred on an open plan living and dining room. All of the bedrooms are on the top floor, and the master suite is incredibly spacious with a curving balcony that complements the aesthetic of the villa.


Upgrades & Renovations


It is not unusual for the villas to be upgraded by the owners, from putting in new flooring to completely redesigning the entire building. These are, in my experience, the most common upgrades seen in the Signature Villas.


Extending the Pool

The typical pool of a Signature Villa is about 4m x 8m or 4m x 10m. These are often extended to span the entire width of the villa, or a good portion of it at least. Some owners even buy up additional land so they can build a pool that extends directly onto the beachfront.


Buying Extra Land

As I mentioned, homeowners often go for the additional land of about 2,000 sq ft so they can really maximize the plot and get direct beach frontage, or so they can have plenty of room for a garden or other landscaping options.


Expanding the Rooms

Raising the ceiling is a common change that people make, even opting for double-height if the layout allows it. The rear balcony of a villa gets the most use, as it is the one that faces the beach. Many of the rooms with secondary balconies tend to be extended so the extra space is added into the room itself.


Kitchen/Bathroom Upgrades

This is perhaps the most common type of upgrade, not just in the Signature Villas but in any home. The standard kitchens and bathrooms are fine, but homeowners usually want something more reflective of their personalities and lifestyle, replacing the floors, walls, fixtures and appliances to their own preferences.

If you are looking to buy a villa on Palm Jumeirah, it is important to have a full understanding of your options to help determine which one will be the most suitable for you own personal living requirements. There are two main types of villas available on the Palm Jumeirah fronds: Signature Villas and Garden Homes. Both types have their own swimming pools, direct access to the beach and a parking garage for two cars plus additional space on the driveway for more vehicles. Privacy and security are of high importance for the residents of Palm Jumeirah villas, so each frond is gated with a security guard present at all times.

The key differences between them are highlighted below.

Bespoke Villas

For the Garden Homes, Arabic and Mediterranean are the most common styles available, with the others being limited to a select few units. The styles for both types of villas correspond to different layouts and numbers of bedrooms, as shown below.

Garden Homes are available in the same style for both four and five-bedroom units. The addition of a '2' after the style name suggests that it is a five-bedroom villa. Of these, Atrium Entry 2 and Grand Foyer 2 are the only villa types that are available in both G+1 and G+2 options.

The Crescent that crowns Palm Jumeirah is home to some of the finest hotels in Dubai and indeed the world. Some of the hotels also have a residential component, which includes a limited number of luxury villas that can be purchased for use as private residences, holiday homes or part of a hotel rental management program.

The Crescent

Kempinski Hotel and Residences has ten exquisite fully furnished villas. The Royal and Imperial villas are beautifully designed with stunning rooftop terraces, private swimming pools and jacuzzis.


Jumeirah Zabeel Saray has thirty eight ultra-luxury Royal Residences villas inspired by the rich Ottoman style. These splendid villas are available in four different types: Beach Royal Residences (4,962 sq ft), Lagoon Royal Residences (12,131 sq ft), Seafront Royal Residences (5,705 sq ft) and Imperial Royal Residences.


Balqis Residences has thirty four villas inspired by the traditional architecture of Yemen. The four and five bedroom options are available with internal areas from 11,000 to 14,500 sq ft with private swimming pools and landscaped gardens.


XXII Carat Villas is a private development on the West Crescent. This exclusive community consists of only twenty two ultra luxurious 7 bedroom villas available in Sapphire, Ruby and Emerald styles with a classic or contemporary interior finish. The villa sizes range from 9,289 to 12,163 sq ft with plot sizes from 15,586 to 25,995 sq ft. Though not a hotel development per se, XXII Carat does offer a full range of hotel-style services including a dedicated concierge. It is also in close proximity to the hotels along the Crescent, especially One & Only The Palm.


Apart from the standard villa types, there are custom-built villas on several of the fronds (typically Fronds G, H, I, J and N) and on all of the frond tips. These were purchased as plots from the developer and the landowners constructed villas with bespoke architectural and interior designs. Due to their unique styles there are no general floor plans available for these villas. The internal built up areas typically range from 5,000 to 20,000 sq ft, but can go all the way up to 50,000 sq ft for a mega-mansion that occupies a whole tip. The maximum total height of a Palm Jumeirah villa is three levels, so you can either build a G+1 villa with a basement or a G+2 with no basement.

Important merchants and tradesmen would be granted free passage to the lands they most frequently traded in, which was in effect a form of citizenship. In a more modern context, citizenship by investment was formally introduced as a program by the Caribbean islands of St. Kitts and Nevis in 1984 and has become especially popular within the last decade. So far in 2018, off-plan sales haven’t held quite the same sway over the market, but that is expected to change once autumn comes around, and especially after Cityscape 2018.


With a total transaction volume of AED 111 billion the market is off to a slower start than the same period in 2017. However, Dubai is positioning itself as a more investor-friendly city than ever before with a series of new regulations announced over the past six months. Most important is, of course, the recent announcement that the UAE government will be granting 10-year residency visas to international investors, specialists (such as doctors and engineers), and top performing students. Expected to be implemented by the end of 2018 with visas potentially being issued from Q3, this new residency plan is set to open a multitude of new opportunities and present flexible regulations to attract global investors. Businesses, which previously had the requirement of a local stakeholder to be operational, will now have the option of 100% foreign ownership, which is bound to alter Dubai’s commercial landscape quite significantly in the years to come.


Investors previously seeing investing in Dubai as only a short-term option will be more inclined to invest long-term with the new regulations. Despite having some of the most exclusive and luxurious homes in the world and offering competitive pricing and generous payment plans, Dubai still had too much a transient atmosphere for investors to really sink their teeth into it. The advantage of gaining a 10-year visa would provide them with more flexibility and security for their potential investments. The residency plan is also aimed to increase inward investment as well since current residents of Dubai might invest in local real estate to reap the benefits of the new 10-year visa, allowing them to settle long-term in Dubai.



In recent years, property investment into the UAE has been steadily rising, with year-on-year increases in investment by GCC nationals and a few other key nationalities. In the first half of 2018, the top investors were from the UAE, India and Saudi Arabia, demonstrating the continued confidence of regional investors in the city as well as the strong economic ties between India and the UAE. The new regulations will help the UAE further establish itself as one of the most stable investment destinations in the region, attracting more investments not just from these key groups but a far broader demographic of investors.


This news is a major boon for the world of luxury real estate, where a single investment ranging in the millions can now be offset by a longer period of investment instead of hoping for the best short-term gains.
